Following inches of snow and its second consecutive weekend of winter weather, local governments in Orange and Chatham counties alerted residents to how the road conditions and cold temperatures affected their operations for Monday.

Several of the services and amenities in Chapel Hill, Carrboro, Hillsborough and Pittsboro were already affected over the weekend in anticipation of the storm. But each local government shared alerts on Sunday warning of the additional ways typical operations would be impacted coming into the week of Feb. 2.

Here is the list of what has changed:

Orange County

Due to the adverse road conditions for visitors and staff, the Orange County government said all administrative offices closed for Monday, Feb. 2.

The closure also affects facilities and amenities like:

  • All five of the Orange County government’s Solid Waste and Recycling Centers
  • Both the Orange County Library main branch in Hillsborough and the southern branch in Carrboro
  • Both the Seymour Senior Center and Passmore Senior Center
  • Blackwood Farm Park and Little River Regional Park are all closed for Monday.

Starting Monday, the Cold Weather Shelter service offered through the county will transition from the Seymour Center in Chapel Hill back to its normal space and times: the 828 Martin Luther King Jr. Boulevard building. The Seymour Center will remain open as a warming center during the day, but will close in the evening.

Additionally, Orange County Transit will not operate any fixed route service and offer only Critical Care trips. Orange County Solid Waste encouraged curbside recycling customers to still put their carts outside and said crews will collect them as road conditions permit.

The District 15B court system, which covers Orange and Chatham counties, will also be closed on Monday.

Town of Chapel Hill

All of Chapel Hill Transit, the Chapel Hill Public Library and town Parks and Recreation facilities stayed closed on Sunday to keep staff and residents home. For Monday, the bus system will run limited service starting at 10 a.m. — with only the F, G, CCX and 420 routes not running. Notably, Chapel Hill Transit’s Tar Heel Express service offered for UNC men’s basketball games will be active and available.

Many other facilities and aspects of the town will not be available to the public, however. Chapel Hill Town Hall, the housing office on Caldwell Street, the library and all Parks and Recreation facilities will remain closed for Monday.

Town of Carrboro

Even as the first inches of snow hit the ground on Saturday, the Town of Carrboro announced its Yard Waste Collection service would be canceled for Monday — likely to help free up Public Works staff to help with snow removal and treating the roads.

As town crews work on the roads, Carrboro officials asked residents and visitors to not park vehicles on the streets and to not pass vehicles plowing snow or spreading brine.

Town of Hillsborough

The Town of Hillsborough announced Sunday that because of the snowfall and enduring cold temperatures, its town offices would be closed entirely on Monday and open on a delay for Tuesday, welcoming visitors back at 11 a.m.

Additionally, residential trash pickup for Monday is also postponed, with crews planning to attempt pick-ups on Tuesday as the weather and road conditions permit.

All town parks and greenways in Hillsborough closed to public access starting afternoon Friday out of an abundance of caution, and Sunday’s update said they will reopen once conditions improve. The local government said for updates throughout inclement winter weather, visit Hillsborough’s dedicated webpage for Emergency Updates.

Town of Pittsboro

All of Pittsboro’s parks and their public restroom facilities closed on Saturday in advance of the storm, with the town government telling residents they will remain closed until further notice. Additionally, the town’s waste collection will be delayed by one day the week of Jan. 26 as its contractor, GFL, will be closed on Monday from the winter weather.

Chatham County Government

After the Chatham County government declared a state of emergency on Friday before Winter Storm Gianna arrived, its county offices as well as the county’s waste collection centers, libraries and parks closed early and remained closed on Monday. For those who can access them safely, the county’s parks will reopen at 10 a.m.

Other Notable Closures

  • Carolina Dialysis Center in Carrboro will have a delayed opening on Monday, Feb. 2, welcoming patients at 8 a.m. Those needing treatment can contact Fresenius Medical Care in Raleigh, which has a 24-hour Patient Emergency Line to call (1‑800‑626‑1297).

While the snow storm from the weekend has passed, the National Weather Service still includes Orange and Chatham counties in a winter weather advisory and cold weather advisory through 10 a.m. on Monday. Find the latest weather alerts here.
