The Towns of Hillsborough and Carrboro have been recognized for outstanding resident satisfaction. The two towns were among 18 communities nationwide which received the ETC Institute’s “Leading the Way” Award. The award “was created to recognize local governments for outstanding achievement in the delivery of services to residents,” and has been given out annually since 1999.

“We could not be more proud for Hillsborough to receive this award,” town mayor Jenn Weaver said in a statement Thursday. “Our highly qualified staff work incredibly hard to deliver excellent services to the community, and it is wonderful to see that effort validated by the community in this way.”

According to the institute, recipients of the award rank in the top 10 percent of all local governments nationwide in three performance areas: quality of services, customer service and satisfaction with value residents receive for local taxes. A maximum of 100 points are awarded in each area, and a minimum composite score of 210 is required to rank in the top 10 percent. The surveys for this year’s awards were conducted between December 2021 and May 2022, and more than 200 communities participated.

Hillsborough’s composite score was 228, and the town ranked in the top 10 percent in several areas, including Parks and Recreation programs, walking and biking trails and trash collection services.

Carrboro scored even higher with a 238, ranking in the top 10 percent in areas such as accessibility and efforts to promote diversity.

“[I’m] really proud to see that,” said Mayor Damon Seils, “and am especially proud of our town staff and all of our town departments. They’re the ones who are actually being judged by the residents surveyed, the work that they’re doing every day. So, congratulations to the staff.”

A third North Carolina town, Holly Springs, also received the award.
