Developers from East West Partners and Scott Murray Land Planning have filed an application with the Town of Chapel Hill to build a 6-story multi-use development on the site of the former Village Plaza Theaters on South Elliot Road.

The project, known as Village Plaza Apartments, would include approximately 266 apartments,15,600 square feet of retail space and a parking deck.

It’s the first application to be submitted under the new form-based zoning the Town Council adopted for the Ephesus-Fordham district in May.

The zoning code lays out the general parameters such as building height and parking requirements for each region. While the project requires review by town planners and the Community Design Commission, it does not need to come before the Town Council for final approval.

If the application meets all the guidelines, it could be approved in 45 days.

The council voted to rezone 190 acres near the Ephesus-Fordham Boulevard intersection to help spur redevelopment of the area. Other projects in the pipeline include the renovation of The Park Apartments and the revamp of two nearby hotels.

The Community Design Commission Meeting will meet September 23 at 6:30 pm to review the Village Plaza Apartments. The Town Council may choose to review the project after that, but council members won’t be able to mandate any changes to the plan.
