The Chapel Hill Town Council is making progress on developing the Greene Tract, meeting in June to rezone part of the site.

Jointly owned by Orange County and the towns of Chapel Hill and Carrboro, the 164-acre parcel of land is located off of Eubanks Road in Chapel Hill, near the Historic Rogers Road Neighborhood. The local jurisdictions purchased the land in 1984 and are now working to create a mixed-use site.

“Please and thank you to staff, and to Carrboro, Orange County, and all our partners for continuing to move the Greene Tract forward,” Chapel Hill Mayor Jess Anderson said at the June 18 Town Council meeting.

The unanimously approved rezoning and text amendments will allow for “by-right” development on the property. The effort will allow town staff to review future development applications for compliance with the Chapel Hill’s Land Use Management Ordinance (LUMO) standards, avoiding additional zoning approvals by the council.

The county and towns approved a shared vision and draft land use plan in the fall, establishing how the property will have mixed-income housing, a natural area, and a recreation space. There is also potential for a public school and small-scale commercial spaces on the site.

Town staff also shared an update on the project’s ongoing financial analysis phase at the June meeting. The local jurisdictions are currently working with UNC’s School of Government to determine the Greene Tract’s financial needs and feasibility, according to the approved master plan. By the end of the year, a completed analysis package will be presented to the three boards for input.

Town staff plans to have a draft solicitation proposal by the end of the year for the three bodies to review and approve, to then begin receiving applications from developers.
