The owners of the stagnant land near the corner of South Churton Street and Interstate 85 have shared a draft redevelopment plan with the Hillsborough Board of Commissioners.
Ever since Daniel Boone Village was sold back in 2018, the shopping center has been sitting vacant.
The last tenants, including antique stores and restaurants, closed or moved when the village was sold to Criterion Development – the same group who owns the adjacent Collins Ridge housing community.
After over a year of waiting, Criterion Development requested feedback from the town as they push forward with redevelopment plans.
These draft redevelopment plans show 16 four-story buildings with over 200-thousand square feet of ground-floor commercial space — nearly three times the space of what is there now. The proposal also includes structured parking on the second floor and two additional upper stories with 384, one or two-bedroom apartments or condominiums.
Hillsborough Town Mayor, Jenn Weaver, said the prospect of having an intertwined commercial and living space could be a big draw for the community.
“That has some appeal because it’s multi-use,” Weaver said. “It’s trying to create a space where people can live and then not have to drive somewhere to do some other things.”
Creating a multi-use space is one of the ways the developers are trying to merge Daniel Boone Village to their neighbor property: Collings Ridge apartments.
“So they are basically taking the apartments from Collins Ridge and putting them into Daniel Boone instead,” Weaver said.
With these draft plans released, town staff have raised several questions. These questions include whether the developer could fill the commercial spaces with small, local businesses, and if the development would include green or public gathering spaces – both of which were not clearly outlined in the current plan.
“You know there was no green space on the plan and that’s something that’s important to us – places for people to congregate outside and just have those social interactions that are so important in our public spaces,” Weaver said.
Further developments in the proposal include five lots surrounding the main commercial buildings. These lots will add an additional 22.5 acres to the property and serve multiple purposes – not all yet outlined. Roughly six acres are designated for two hotels. Additionally, a new road could connect the Collins Ridge development behind Daniel Boone Village with South Churton Street.
