Mayor Mark Kleinschmidt made a big announcement Monday about Chapel Hill’s Northside neighborhood: “UNC Chapel Hill is the new catalyst by providing a $3 million no-interest loan that will be managed by our friends from the Self Help Credit Union to lead the acquisition of properties in the neighborhood.”
