Governor Roy Cooper recently created an order preventing landlords from evicting residents due to late rent payments, as well as extending an already-existing hold on utilities shutting off services to customers.

The governor signed the executive order enacting the moratoriums on Saturday. The measure prevents landlords from initiating summary ejections or other eviction proceedings for tenets for non-payment or late payments for the next three weeks. Additionally, the utility shutoff moratorium prohibits disconnections for all customers for the next 60 days.

“North Carolinians need relief to help make ends meeting during the pandemic, ” said Cooper in a release from his office. “Extending housing and utility protections will mean more people can stay in their homes and stay safe as we all work to slow the spread of the virus.”

The release said the Council of State concurred with the governor’s actions, as well as Attorney General Josh Stein.

“North Carolinians want to pay their rent,” said Stein, “but for far too many people — through no fault of their own — that’s just not possible right now. We are in unprecedented times that call for unprecedented action.”

Cooper initially enacted a utilities cutoff moratorium at the end of March. That order also lasted 60 days.

The governor’s office provided a Frequently Asked Questions document regarding the new executive order on evictions and utility cutoffs in its Saturday release.
