Legislation that likely will mean more student and government employee identification cards will qualify as voter IDs for North Carolina elections next year is heading to Gov. Roy Cooper for his signature.

The House voted overwhelmingly on Tuesday to Senate changes in a bipartisan bill altering rules with which colleges and universities and local and state agencies must comply to meet security standards set in a 2018 law implementing a new voter ID mandate.

The changes surfaced after cards at many University of North Carolina system campuses failed to meet the original requirements by a March deadline. Without the bill, hundreds of institutions couldn’t apply again until 2021. Now they’ll get a second chance this fall.

The measure also gives more flexibility for early voting sites used in municipal elections.
