ORANGE COUNTY – Heather Payne is now the newest member of the Orange County Water and Sewage Authority.
Payne has worked as an environmental attorney with the UNC School of Law and is an appointee to the OWASA board by Chapel Hill.

Jim Northrup has been named Chief Information Officer for Orange County’s Information Technologies Department.
Northrup, formerly the interim CIO, was Operations Manager in the IT department for many years, overseeing the installation of a new phone system to connect multiple facilities.
