UNC learning specialist Bradley Bethel says he believes Mary Willingham’s research and subsequent application violates the Family Education Rights and Privacy Act (FERPA) as well as The Health Insurance Portability and Accountability Act (HIPAA).

He says he plans to compose a report about these potential violations.

“Anyone who becomes aware of any potential violation can report that HIPAA violation,” Bethel explains. “And so, I will be filing a thorough report on these potential HIPAA violations with The US Department of Health and Human Services.”

Bethel also says that UNC must be transparent about the academic success of the university’s student athletes in order to confirm if these athletes are capable.

“I think the public and any stakeholders should demand and should expect evidence over the next few years that student athletes are succeeding,” Bethel states. “I think that will be the measure of whether UNC is admitting athletes who are prepared or not.”
