County Commissioners did an abrupt about-face Thursday, reversing a vote on rural recycling funding in response to criticism from the Chapel Hill Town Council.
The Town Council is asking County Commissioners to consider funding both rural and urban recycling pick-up for next year from the solid waste reserve fund.
