Two teenagers have been arrested on statutory rape charges in Chapel Hill.

Records show that 18-year-old Allan Rafael Cardenas and 19-year-old Jose Kevin Ortiz-Torres were arrested around 12 a.m. Tuesday.

Both were charged with statutory rape of a child less than 15 years old. Ortiz-Torres was also charged with indecent liberties with a child, according to police documents. Police said Tuesday evening that those charges came from additional evidence of other acts.

Authorities said the incident occurred at the trail head of the Morgan Creek Trail on March 30. Police were in the area at the time after residents had asked for increased patrols due to reported drinking at the park after hours. A double-parked vehicle drew the officer’s attention, officials said Tuesday.

The officer discovered a 13-year-old with the two teenagers but did not witness the act. The subsequent investigation led to the felony charges.

Police said it was not believed to be a random act.

Both suspects were scheduled to appear in court Tuesday afternoon.
