In a 2-1 ruling Wednesday, the 4th U.S. Circuit Court of Appeals blocked portions of North Carolina’s controversial new voting law.

The court granted a preliminary injunction against two provisions that would have eliminated same-day registration during early voting and rejected ballots cast outside of assigned precincts.

However, the early voting period will not be extended for the upcoming election, as the majority felt that would put undue burden on Boards of Election across the state.

In ruling to block the two provisions, the majority of the court concluded the new rules likely violate the Voting Rights Act, saying there is evidence that black voters were disproportionately affected by the changes.

Other provisions of the 2013 election law will remain in place for November.

The entire package of election reform measures is being challenged in court by a coalition that includes the League of Women Voters, the NAACP and a host of other plaintiffs.
